Dear colleagues,

 

It has come to our attention that misinformation is circulating considering equine/equestrian qualifications.

 

The qualifications issued by the SANEF National Instructors Plan / SA National Instructors’ Plan since inception (1976) and those of the Equestrian Qualifications Authority, are and remain valid.

In the case of holders of the Certificate of Horsemastership and Instructors/coaches at any of the levels, the currency is concomitant with the currency of the holder’s first aid certificate.

Holders of the above qualifications do not need to apply to RPL.

 

We also provide qualifications i.r.o all 20 equestrian disciplines and not just dressage and jumping.

 

Please feel free to inform your members that they are welcome to direct any queries regarding the qualifications processes both here in SA and internationally, to me at di@sanip.org.za.

 CALLING ALL POTENTIAL DRESSAGE COMPETITORS

Grow Grand Prix have recognized that the FEI rule for needing to obtain an FEI passport before you can enter an FEI competition such as the CDI3* could be a possible barrier to some potential entrants.

The cost is set by the FEI, and the passport is valid for four years.

 GGP has generously offered to sponsor R20,000 towards anyone needing assistance in purchasing an FEI passport.

As such the R20,000 will be divided equally amongst those  who enter  the CDI3* who have had to purchase a new passport and who would like to be included in this rebate initiative . Obviously there are some of you who may already have a passport or who may not need financial assistance – as such you can let us know.

Please note that GGP has made this offer not only for its members but as a contribution to the development of the sport. The passports will be needed for all FEI 3* and above events going forward – hopefully there will be at least one a year .

THANK YOU  TO GGP for supporting Dressage and the vision  of the National Dressage Committee to take our sport to the next level.

REGISTRATION OF CLUBS

Clubs will pay an integral part of the structure going forward.

Clubs will be the only portal to membership.

CLUBS

•          The Club system as circulated in the proposed structure is officially accepted by SASCOC, Documentation of how to become a club has been circulated and the Provincial Bodies are now requested to publish this on the respective websites.

•          The fees for Club registration with the SAEF will be finalized shortly and published.

•          Each Club will be allowed to determine their own fee structure.

•          Existing Membership with the Provincial Bodies will expire on the 31st July 2013. We are trying to get as many clubs registered by the end of May so that the facility will exist for members to start to apply for membership from the beginning of July with their chosen Associations through these registered Clubs

Dear Members of the WPHS,
 
Introduction
As you are aware, the re-structuring of our sport under the direct control of South Africa Equestrian Federation (SAEF), with the Discipline Technical Committees becoming responsible for their sporting codes as Associations directly reporting to SAEF, the  closure of the south African Equestrian Association (SAEA, the old SANEF) and related activities (regional horse societies, membership et al) has progressed.  The Bosberaad held in September agreed on the “rules” for this exercise and the Task Force then established has met regularly. Sufficient progress has been made to present to Members what has been suggested to date and plan communication and finally approval meetings with Members. This whole exercise is a major step for Equestrian Sport in South Africa and you as the Equestrian participants need to be happy with the outcome. 
Motivation for change
 
To remind you that the reasons that this exercise were:
 
Legislation –SASCOC and Sports and Recreation decree that all sporting codes must have direct representation to their Federation which is the SAEF.
Desire from the equestrian codes (disciplines) themselves to be autonomous and self governing.
Financial - The creation of the SAEF has added another layer of administration which has resulted in an additional financial burden on Members.
- Lotto funding will be able to be applied for per Discipline, whereas current applications must be split between all SAEA disciplines.
 
Progress
 
A comprehensive document entitled “Proposed Structure for the New Associations” has been complied and can be found by following the link . This document is the outcome of the Task Group deliberations and meetings attended by the “full group” for example, meeting on 19th Jan. It is mandated by SAEA and SAEF. It is cannot be considered as final and is still work in progress, but is sufficient to start communicating with Members.
 
The current NTCs have invited direct Provincial presentation onto their Committees, if such a person was not already present. These Committees will form the Founding Members of the new Associations.  The development of a Constitution, organogram, business plan and financial model for each New Association has progressed and was reported on at recent meeting (19th January 2013). held in Johannesburg, attended by Sylvia Bruckner and myself representing WPHS.
 
Points to note (details in the proposed structure document)
 
Clubs
 
Clubs will be affiliated directly to SAEF. Every equestrian must join a Club and funding of SAEF will be through the Clubs. You may join more than one Club, but will pay the SAEF fee only once. You must join a Club in the Province that you reside. A Province is defined by current Geo Political Boundaries. From 1st March 2013 Clubs will be able to register with SAEF. It is imperative the clubs are formed and you join a Club before the 1st August 2013. A “How to form a Club” document will circulated shortly. A Club is required to have a constitution, appoint auditors and apply for a PBO/NPO/NPC number before applying to SAEF for registration. 
 
A Club and a Show Holding Body (SHB) may be the same body. It is recognised that a club serves its Members and SHB could be a commercial exercise. Where the two are the same body, any surplus made from the shows would be used in accordance with the members and usually then to the benefit of the members.
 
Show Holding Bodies (SHB)
 
Show holding bodies are organisations with or without a dedicated venue, which are approved by the Discipline Associations to hold events under the auspices of the Association and SAEF.
 
Associations
 
Associations will run the sport on Discipline lines (Codes), e.g. Jumping, Dressage, Eventing et al.
 
The constitutions for the Associations have to be completed by the 5th March 2013. These will be sent to Member for comment as soon as they are received. 
 
The different associations have put forward different funding models and income requirements. These are being discussed at present. The “rules” agreed at the Boseberaad were that Members would not pay more than the average of fees currently being charged and structured in such a way that the participation in a number of Disciplines is not discouraged and in fact encouraged, particularly for children and juniors. 
 
Provincial Horse Societies
 
The current Provincial Horse Societies will fall away.
 
 A SAEF provincial Forum will be established that will comprise the Association (discipline) Provincial Chairmen and include all Codes (endurance, tent pegging et al, as well as the SAEA disciplines). Whether others are elected to this Committee, i.e. an independent Chairperson has still to be finalised. The Chairperson of this committee will sit on the SAEF Provincial Affairs Committee, which is already recorded in the SAEF Constitution. 
 
The Associations have already indicated that administrative services will be required in the Provinces. A suitable organisation will need to be set up to carry out this function, whether it is a Public Benefit Organisation (PBO, old Section 21 Company) as currently or a commercial entity (Pty) needs to be decided. One of the “rules” initially set at the Bosberaad was that existing personnel would be included in the any new structure as far as possible. There is an opportunity here to provide the administration function for the non SAEA Codes as well, which is receiving positive support in some quarters.
 
The problem is that there is insufficient firm information available from the Associations and SAEF as to what administrative work is required, for example, data base plans for central grading, entry checking, horse registration and handling of passports etc to be able to quantify what is required of such an administrative set up. Further input is awaited from SAEF, for example a proposal in respect to the handling of passports is awaited. Provincial representatives at the meeting on 19th January made it very clear that this was preventing any meaningful plans for the Regional Offices and required immediate resolution.
 
The future of the money owned by Provincial Horse Societies has to be decided on and recommendations will be made to Members for discussion at planned consultative meetings.  
 
Way Forward
 
It is still planned that the new structure will operate from the 1st August 2013 and from that date membership fees will be paid via Clubs and not the WPHS Office.
 
Members are invited to comment on the Associations’ (discipline) Constitutions, when finalised and circulated.
 
The Disciplines will hold AGMs for the Members in their disciplines to approve/elect their Committee, elect a Chairperson and finalise their way forward.
 
WPHS would like comment from members on “Proposed Structure for the New Associations” document and points highlighted in this letter. Please send these to the WPHS Office. Please note that we realise that there are a number of “grey” areas at present, which are being addressed.
 
A meeting of WPHS for Members will set up in April after the Constitutions have been circulated to discuss the status quo and answer questions, particularly in respect to funding.  By then more clarity will be available concerning the work required of a provincial administrative service. 
 
A further meeting will be planned for June to consult with Members and a Special General Meeting set in July to finally approve all changes.

ATTENTION ALL MEMBERS –COMMISION OF INQUIRY RE 2012 OLYMPIC EVENTING SELECTION ISSUE

Please be advised that the above hearing will take place from 09h00 on Saturday 23rdFebruary 2013, in the KEP Clubhouse. The hearing will not proceed past 15h00.

The hearing which is convened to deal with the issue surrounding the 2012 Olympic selection and involving Alex Peternell and Paul Hart will be open to any members of the public who may be interested in attending. Please advise us of your attendance by the 20th February in order to facilitate seating.

If any member of the public wishes to be interviewed by  the COI  they must please give the SAEA advance notice of what they wish to convey by furnishing us with a written submission by no later than 15 February 2013. 

All written submissions will be sent to the COI by the 16 February 2013 so that they can be assessed before the time as to whether or not a particular submission will be relevant to the COI’s mandate.

What you need to know

FEI General Regulations Article 140 stipulates that whilst riding on the show grounds the use of a properly fastened Protective Headgear is mandatory.

This rule acts in conjunction with discipline-specific rules which govern protective headgear requirements in the competition arena venue and adjacent warm-up areas, as well as riding from one to the other and from the stables for the purposes of competing.

Dear WPHS Member

There has been a confirmed case of AHS in the KEP area.

Horses will have to stop in Beaufort West, Colesberg or George before entering the Controlled Zone.

It has been arranged for the Juniors who have entered SA Champs to be stabled as a group

at George Riding Club, a total of 38 horses.

After 10 days, the PRC test will be done. It takes 2 days for the results to be obtained.

If clear, horses can then return home.

It will cost R100 per horse for stabling and bedding in George, per day. Although accommodation

for grooms is not provided, provision will be made.
